The expected income and wealth boost from earning a college degree has slowly been shrinking while the cost of college and student debt burden has been rising, according to a report from the Economic Policy Institute (EPI).  The so-called “college premium” steadily rose throughout the 1980s and early 1990s, but the growth began to slow by the mid-1990s, EPI found.
